These days plagiarism is a headache for everyone, everyone wants to earn and grow, but few of them use wrong ways, they copy content without any permission, and they never reply if you ask for removal, so the best way is just contact the hosting provider of that blog and ask for removal, if a blog is hosted on Blogger (Google’s Blogging Platform) so you can easily file a complaint and Google will remove the content or Blog.

But if a blog is hosted on WordPress then you can’t Contact Google for Page removal, Google can only remove it’s listing from Google but page will be available on the blog, because Google doesn’t have access to the self hosted blogs they can remove from their side only.
